Mr. Scepanski,
Greeting, Mr. Scepanski and all members of ASSIST! As the still newly appointed "Chief", License Division, I would first like to thank the Industry and the members of ASSIST for giving myself and the personnel of my staff, the opportunity to address the issue of "Problem Areas" concerning application processing within the License Division of the Commission.
To talk about problem areas and slow down tactics. I would first point out the volume of phone calls directed to the License Division is overwhelming, considering that a great deal of those calls are for other Divisions within the Commission. Whereas the License Division is responsible for the processing of applications, the number of calls that concern violations, accounting problems or system problems with the web page is amazing. Consider that my entire staff consists of a whopping total of nine (9) individuals to handle the entire industry and the longer we stay on the phone, the less time we have to process applications.
Upon receipt of those applications, we often find large amounts of missing information, to include items such as, applications not signed or dated, personal information and locator information missing or incorrect. Incorrect or missing training certificates and fingerprint cards.
A major problem is incorrect or unreadable social security numbers. This creates a further problem in that it slows down or halts the criminal history background check. Since that check is conducted by other Agencies, return information cannot be matched up and it winds up going nowhere.
The same applies to Original Company Applications submitted to the Commission. Of course, this information is of the utmost importance because you are building the Company structure.
Information to accompany the Original License Application is just as important. Documents such as the Certificate of Good Standing and the Certificate of Insurance (Form 5) are often misunderstood. As an example, only the Commission Form is acceptable as proof of Liability Insurance, not the Accord Form (Insurance Company Form).
The Assumed Name Certificate and the Documents of Incorporation are often misunderstood. The State of Texas though the Private Security Act, requires both documents if your company is incorporated and using an Assumed Name.
These matters are only a few in natures and are not by any means all the ongoing problems between the Industry and the Commission or the Commission and the Industry.
Again, we are happy to be in a position where we can "assist" the Industry in the State of Texas to grow and become a much better program.
