TCPS Licenses Go

As some of you have already noticed the Texas Commission on Private Security has been making inroads into making its licensing information and processes available in more ways. Senate Bill 1152 was passed during the 78th Legislative Session that mandated that certain named occupational licensing agencies make licensing of the professionals they regulate available to the general public via the Internet. The Texas Commission on Private Security was covered under this legislation and is complying with this

Initial
Un-licensed Operator Report
As you know, the State of Texas is in a budget crisis. They have cut
our agencies staff and monies. There are no investigations offices
located in regional areas. Now with this information, we have been
given the opportunity to police this portion of violators.
As of now, ASSIST will conduct initial investigations regarding
unlicensed operators. Just download this
form (PDF), fill it out, and fax it to the number on the form
and someone will contact you within 48 hours, excluding weekends.

Subscription Fee
on Individual Renewals
Effective July 1, 2003 a subscription fee will be added to the
renewal fee on an individual renewal. The subscription fee will used
to defray the cost of development to allow individual renewals to be
accomplished on line through TexasOnLine. The subscription fee is as
follows:
On renewals from $20 to $25 the fee will be $3.
On renewals from $50 to $100 the fee will be $5.
On any renewals submitted after July 1, 2003 please be sure to
include the new subscription fee. The subscription fee is applied on
all individual renewals regardless of whether or not you renew
through TexasOnline.

Why You Need to
Renew Your Commission Early
From Cliff Grumbles, Director TCPS:
This would be a good time to remind all owners and managers that
according to Rule 430.06 a renewal for a commissioned security
officer registration can be submitted the calendar month prior to
the expiration. Given our current circumstances we urge that these
renewals be submitted as soon as they are eligible for renewal to
allow us adequate time to process and send the new pocket card so
that the commissioned security officer will continue to have a valid
pocket card without interruption.

Now more than ever TCPS needs the cooperation of the regulated community in order to fulfill its mission. During my association with TCPS the agency has always been required to �do more with less� but the reduction in current fiscal year budget and the reduction projected for the next biennium creates the greatest challenge so
far.

"...The possibility of consolidation of TCPS under another agency has been discussed. The agencies mentioned have been the Department of Public Safety, The Department of Licensing and Regulation and the Texas Commission on Law Enforcement. While we wish to remain an independent agency we understand the potential of consolidation. In the event of consolidation we have committed to make the transition, if it occurs, with the least possible disruption in service."

(Updated 29-Oct-02) - The move of our Austin headquarters is on schedule and we anticipate no major problems. However, our telephone numbers are going to change.
Callers to 512-463-5545 will hear a recorded message giving them the new number. The new number will be

The ARMED non-commissioned officer?
There have been four cases that have come to the attention of the Austin office for the Texas Commission on Private Security, which have involved non-commissioned security officers carrying either handguns or asp batons at the direction of their employer.

As a result of the tragedy of September 11, 2001, we have seen heightened concerns about background investigations, including criminal history checks of security officers. Of course, the circumstance that garnered the most attention involved �airport baggage screeners,� a category of security that the Commission does not regulate.
