Introducing myself to
ASSIST

Hello, members of ASSIST.
Please allow me this opportunity to introduce myself. My name is Frank E. Perez, but first and foremost, I am a new vendor member of your organization.
I came to know of ASSIST through my dear friend, your current President, Dan Flores. I have known Dan for the last 15 years, and recently had the great fortune of serving with him on the Board of Directors for the Brownsville Chamber of Commerce. Dan introduced me to ASSIST last year as he prepared to take on more responsibility with the ASSIST organization. His enthusiasm for the goals of the organization and the people he has met through it, made me decide that ASSIST is an organization I wanted to be a part of. I look forward to participating in as many functions as I possibly can with the ASSIST organization.
I am originally from San Diego, Texas, just west of Corpus Christi and east of Laredo. I graduated from The University of Texas at Austin, both undergraduate and law school. After graduating college in 1982, I moved to Brownsville to clerk for two federal magistrates, Judge William M. Mallet and Judge Fidencio Garza; and then for United States District Judge Ricardo H. Hinojosa. In 1984 I joined the Houston based law firm of Royston, Rayzor, Vickery and Williams in its Brownsville office. After 11 years I decided to open my own firm, and I have been in such a practice for the last 13 years.
Although my practice has been based in Brownsville for the last 26 years, my practice takes me from the Houston and Beaumont areas, to Rio Grande City, to Brownsville. For the most part, I defend individuals and companies in personal injury and commercial litigation. The subjects of these lawsuits range from defending security companies and their employee guards for negligence and assault, to car accidents, to defending offshore and dredging companies against claims of injury on and offshore. I also taught business law at the University of Texas - Texas Southmost College for 10 years.
My experience in litigation, coupled with my years of teaching business law, has allowed me to transition some of my practice toward advising clients how to stay away from litigation, whether that involves consulting on employment issues, drafting employee handbooks, or contract negotiations and drafting. I field questions from clients about Freedom of Information Act requests, inquiries from various governmental agencies and the advisability of acquiring certain assets or insurance coverages.
I have also been mediating cases in the Rio Grande Valley for the last 10 years.
I was President of the Brownsville-Port Isabel Propeller Club in 1991, the year our club hosted the national convention. The Propeller Club is a world-wide organization devoted to the development of maritime interests and the merchant marine. I am still a member or that organization. In 2006 I became the Chairman of the Brownsville Chamber of Commerce after serving for 3 years on its Board of Directors. I still actively participate in that organization�s functions.
More recently I have focused my attention to helping the Veterans of Foreign Wars organization here in Brownsville to raise money for a new facility; and I look forward to devoting time to ASSIST and its various functions.
I hope my years of experience in various organizations, as well as my professional history, allow me to contribute something special to the ASSIST organization. I look forward to meeting as many of you as possible.
