LEAPS was technically started in 1984 through the Dallas Police Department�s desire �To promote the concept of crime prevention and encourage joint cooperation between private security and the police department to reduce criminal opportunity.� In 1995, Dallas Police Chief Ben Click called on a small number of civic leaders and told us the future of crime prevention is law enforcement and private security working together. Out of that meeting, Law Enforcement and Private Security was established.
By utilizing the additional eyes and ears of the private security industry, the citizens of Dallas are afforded the opportunity to benefit from an additional 10-15,000 trained security personnel who are working to reduce criminal activity and misconduct.
The primary goal of this program includes creating an atmosphere of mutual understanding, cooperation, and coordination among members of law enforcement and the private security sector. By correctly handling field incidents, security officers have a significant impact on reducing calls for police assistance.
LEAPS � Dallas has developed a Level I & Level II training certification
program.
LEVEL I requires an officer to take four of the six courses below:

Thefts & Burglaries
Criminal Trespassing
Search & Seizure
Family Violence
White Collar Crime
LEVEL II requires an officer to take all four of the courses below:

These workshops are taught for the benefit of the private security industry and are intended to be for informational purposes only. The workshops provide a general overview on various topics and encourage the student to obtain a broader base of knowledge of the subject matter before applying any of the information.
In order to maintain an active LEAPS Certification, each officer is required keep their dues current, to attend two of the four Quarterly Meetings, as well attend the update workshops for Homeland Security and Technology.
The tragic events of Sept. 11, 2001, have dictated a strong commitment from all levels of law enforcement in the war on terrorism. Members of the private security industry protect critical infrastructures vital to our country. Now, more than ever, it is imperative for law enforcement and all sectors of the private security industry to network our efforts to protect our domestic and international interests.
LEAPS recognizes these new challenges and will continue to foster a strong working relationship between law enforcement and the private security industry in order to protect our country�s interest and our citizen�s safety.
